412: Stop Adding Courses: How to Rebuild Frontline Capability When Operational Responsibility Shifts

November 5, 2026 10:00 am - 11:30 am

When operational responsibility shifts to the frontline, many organizations respond by adding more training. More courses. More content. More required completions.

In regulated environments, that approach often increases confusion rather than improving performance.

This session presents a real case study from a financial services organization where a specialized card services team was dissolved, and fraud, dispute, and card-processing responsibilities were moved to Member Service Representatives. The learning function was tasked with supporting the transition while maintaining clarity on compliance and reducing avoidable rework.

Rather than launching additional courses, the team redesigned the enablement system.

By utilizing a five-step model: ecosystem audit, friction mapping, workflow redesign, reinforcement integration, and governance alignment, the organization transitioned from isolated training to a more structured workflow support system.

The redesign focused on:

Reducing unnecessary escalations
Improving frontline recognition of back-office system artifacts
Clarifying governance boundaries
Embedding reinforcement through Teams-based microlearning and targeted communication
Participants will apply the same five-step framework to their own restructuring or responsibility-shift scenarios.

In this session, you will learn:
In this session, you will learn how to conduct a rapid learning ecosystem audit during operational change.
In this session, you will learn how to identify operational friction points that traditional training cannot solve.
In this session, you will learn how to redesign frontline enablement inside the workflow instead of adding standalone courses.
In this session, you will learn how to embed governance clarity and role boundaries into learning systems.
In this session, you will learn how to build a focused 90-day implementation roadmap tied to observable operational behaviors.

Attendees will leave with a completed Learning System Blueprint, a Governance Boundary Checklist, and a 90-day Implementation Canvas.

This framework is transferable to healthcare, financial services, government, and other regulated environments undergoing restructuring or role realignment.
