510: How U.S. Census Is Creating Accessible Mobile-Only Learning with AI & xAPI Support—at Mass Scale
The U.S. Census Bureau is preparing to train more than 300,000 temporary workers for the 2030 Decennial Census through a fully digital, mobile‑first learning experience. Enumerators—who typically have low‑to‑medium digital literacy and little prior census or government experience—must onboard within a single week, making clarity, accessibility, and practice central design requirements.
Building on the successful blended learning approach introduced during the 2020 Census, the Bureau is transitioning to a fully accessible digital environment that integrates eLearning, virtual instructor‑led training (vILT), and AI‑supported practice with xAPI analytics. Most enumerators will complete training exclusively on government‑issued mobile devices, making mobile‑only delivery a core constraint and requiring all content to meet Section 508 standards.
